Effects the local and regional development of the local administrations reforms

While entering the 21th century, the rapid changes in social and economical areas forced the public administration to adapt to these changes and with the social and economical roles of the public administration, it designed the performing methods and institutional structures all over again radically.In the context of localization and globalization; participation, pluralism, locality, transparency and tendency took over by the changing process in the public administration and the importance of the local authority units are highly increased. But the internal dynamics of the countries were decisive in this process besides the tendencies which are effective in the changing process of public administration and all over the world. In some countries such as Turkey which have bright and powerful future for centralized government, it is impossible to minimize the central government and transfer of authority from central to local government immediately. Therefore at the beginning of 21th century we can see that the internal dynamics were decisive after the processes even though the public administrations and local administrations reforms derived from external dynamics have big roles over the process.We can clearly see this when we look at the bills of law put on the agenda in the context of the reform announced to the public opinion with the text published following process of an acting. In fact the process of reform isn?t complete with the text of the law being enacted but its theory is completed. The basic determining phase related to the objectives of reform if to enforce these laws mentioned. In this sense our scope of work to be done in this regard this research on this subject show that a considerable way to go. The result of the study shows that while there have been significant improvements as regards the financial structure and empowerment of human resources of local administrations, there have not been any favourable improvements regarding making public administrationlocal and transparent. But in this potable fact that in general sense public administration and in private local administration units have advanced much before reform.Key words: Reconstructing of the Public Administration, Local Administrations Reforms, Local and Regional Development.
