Governance in higher education and suggestions for Türkiye

The aim of this thesis is to find out an answer to the question of how tomake use of the ?governance? concept which is developing especially from thebeginning of 1980?s, by searching our higher education system on whichnegotiations are intensified in recent years.Thus, first the world conditions are tried to be analyzed which caused the?governance? concept to reveal.In 1970?s liberal politicies which were revealed as a solution of the crisisof which capital system had are started to spread all over the world during theglobalism period. These development caused ?the national goverments? and theirfunctions? to be judged. Especially, the ?governance? concept revealed as aparalel to the ?Structural Adaptation Programmes? which are practiced in thedeveloping countries brought together a lot of changes in the states? politicalstatus, and also an economical, financial and educational etc. areas.In this study,the effects of ?governance? concept on higher educationinstitutions are examined after the definitions, the basic elements, principles anddifferences from the previous governing theories of the concept were explained.In the ?Knowledge Age? the importance of higher education institutionswhich can generate creative, new ideas, can cultivate qualified individuals whohave a good ability of analyzing, is increased. It is observed that these institutionsin our country should be went over in order to stand against the changes of the ageand to continue its Pioneer State in the globalizing World.Finally in this study ?The Governance Of The Turkish HigherEducation? is analyzed with its main lines and new ideas about our highereducation governance as a functional, independent responsible public service aretried to be revealed.
