Design and implementation of a data management system for the improvement of quality management in higher education institutions

In the transition to the information ecosystem and transformation into an information society, the evolution and development of higher education institutions, which are the central repositories of knowledge, become imperative. Keeping up with technological innovations in management processes has necessitated the development of management information systems. Within this context, MIS (Management Information Systems) applications in higher education institutions are of utmost importance in a technology-based extensive information network. This study focuses on the design and implementation of a data management system that can process raw data into information and present reports to top management, while contributing to the improvement of quality management in higher education institutions. There are rating and evaluation organizations that periodically request data from higher education institutions in the world and in Turkey. Higher education institutions attach importance to these organizations in order to increase their own quality and visibility. As a result of researches, the collection of data within the institution, present in different units, has led to the generation of large datasets, posing the challenge of where and when to use these data accurately. The data management system designed to improve quality management allows the data requested by rating and evaluation organizations to be processed by data-owning units on this portal based on the requested periods. The approval of the data by authorized units indicates its authenticity and reliability, while processing it in the specified periods ensures its timely utilization. This demonstrates that the data management system supports coordination and control. This structure, which represents a data mining process, enables the creation of dashboards and reports with the data determined by the institution. These reports are presented to leaders to monitor the performance of the organisation and to ensure that procedures for improvement are systematically managed and evaluated. This structure allows managers to store and process the information they need and prepare regular reports. The provision of the information needed by organisations managed with an agile leadership approach to make the right decisions can be achieved through a technology-based management information systems application that supports quality processes.
