Abstract (EN)

Studies about administrative thought in Turkey are known to discussed separately from the history of the administration. Siyasatnamas provide rich literature to corresponds to research area of studies about the administrative history. The works written in different periods and geographies give advice about the approaches of administration. The works that will be the reference for the administrative thought of public include assessment of administrative moral within the framework of values. Studies about administrative history mostly concentrate on the periods of the Ottoman State and limit their investigations to organizational structures of the administrations. This thesis aimed to construct administrative thought with siyasatnamas written before the Ottoman State contrary to the studies that are common in the literature. The twenty-five siyasatnamas written in the geography extending from Andalusia to Transoxania in 10th-14th centuries were examined. The subjects, general characters and the course of development of conceptually explained works are discussed. The works are classified according to their contents with the help of author, period and geography analyzes. In the distinction made by taking into account the differences revealed by the analyzes, the administrative thought of public was discussed. The administrative processes such as decision-making, assignment, inspection and punishment and the relationship between the ruler and the public were analyzed through similarities of works. The aim of this study is to determine administrative qualifications and evaluate administrative thought through the administrative history with help of the accumulation of siyasatnamas.
