Abstract (EN)
International terrorism spreads all over the world with relative ease and continues to have the power to shape and mold daily life, economic systems and political stability. Having the advantages and disadvantages of globalization at its hands, it has been able to change international relations by threatening international peace and security. Particularly after the September 11 attacks, terrorism has proven that it can hardly be contained to a particular country or region.At present, terrorism has been a problem which governments cannot control single-handedly because of its complicated dimensions. It has proven that even the super-power of the world, the US was exposed to a terrorist attack.The United Nations decision No. 1373 made on 9/28/2001 urged crucial precautions against terrorism, which have been perceived as a substantial step in the fight against terrorism. This decision includes some important issues as exterminating the financial sources of terrorism, preventing terrorist activities at all levels including the preparation phase, a wide cooperation between member countries in the struggle against terrorism, adjudication of those who interfere terrorist activities in the scope of gross misconduct, not giving terrorists a refugee status, and the participation of all the members of the United Nations in all the agreements suggesting international cooperation against terrorism. The other decisions made by the Security Council have brought in new initiatives and led to important steps in the struggle against terrorism, although they were not able to overcome the problem of the definition of terrorism.The position of the USA has been one of the important issues in the struggle of the United Nations with terrorism. The unilateral policies of the USA after the September 11 dealt a blow to the willingness to cooperate and increased the negative reactions to the USA.
