Abstract (EN)

One of the main function of state which is a organizational structure built by community to maintain their lives is to secure public?s security. As we look at the history since the early ages one of the main responsibilities of state is to protect their country from internal and external threats. In this context states constitute a power to provide security and peace. This power which is a military organization at first become a organization which is authorized by internal security seperately from military organization as a result of time, division of labor and specialization. The disunity of Turkish policicy in 1970?s led the country to coalition governments. Coalition governemnts and conflicts between political parties raise political unstability. On the other hand econamical crises, changes in society and increases in terrorism activities have brought forward military intervention. In 12 September 1980 Turkish Armed Forces staged a coup putting forward terrorism activities, unsuccessul management of politicians and breaking down of national unity. For three years Turkish Armed Forces gave a break for political activities till 1983. Prior to the intervention of September 12 there were discussions for martial law to solve the problems in internal security and after the discussions with Grand National Assembly of Turkey martial law anounced in 13 cities in 26 December 1978. Although martial law declared there were no a reduction in terrorist acts. According to the Turkish Armed Forces one of the main reasons for the failure is insufficient the legal arrangements.
