Ahkam books were the books in which the provisions, decisions having the value of law, and codes of laws were recorded. Each item had its own judgment book and important matters were recorded in these books. İnterstate diplomatic relations, commercial issues, taxes, various pıracy and banditry activities are recorded in this book as well as inheritance disputes between individuals, church renovations, or murders that took place were recorded in these books. In these books of judgments related to Dubrovnik and Venice, subjects such as trade activities, customs and tribute, and various taxes, piracy, and banditry, which took place in the Balkans, the Aegean, and the Mediterranean, were mainly recorded. İn the decisions given to the governors and judges in various provinces, the decisions were made following the petitions sent by the balios of Venice and Dubrovnik and care was taken to solve the problems by law. This study focuses on the diplomatic and commercial relations between the Ottoman Empire and Venice and Dubrovnik, based on the information provided by the notebook. The events that took place in the geography covered by the notebook and the solutions provided provide us with primary source information about the Ottoman Empire and its surroundings in the early 17th century. The aim of the study is to determine, through a notebook of rules, what kind of situation the Ottoman Empire was in the Balkans, Adriatic, Aegean, and Mediterranean at the beginning of the 17th century. Relations between individuals and all kinds of socio-economic activities can be easily removed from the ledger. The provisions are transcribed as they are in a notebook. The study consists of two parts and in the first part, the judgment books and the relations of the Ottoman Empire with Venice and Dubrovnik are evaluated. The second part contains the transcription and original text of the Dubrovnik Ahkam Book dated 1028 Hijri.
