A'yân that built naval ships at Ereğli naval shipyard and naval ship construction contractor A'yâns in Ereğli between the years of 1800 - 1843. Key words: A'yânlık, Navy, Shipyard, Contractors, Ereğli Shipyards had great effects on the constitution of the Ottoman naval force, and the protection and improvement of that force. With this study, Ottoman provinces naval shipyards are studied with the example of naval constructions at Ereğli naval shipyards in the early 19th century. Those naval constructions are known to have been carried out by local powers known as A'yân. In the first part of the thesis, principal information about A'yân and A'yânlık in Ottoman Empire is given. The social, politic, economic, cultural effects of that social class in Ottoman Empire are tried to be made understood. Particularly the attitudes of and towards A'yâns in the state-society dilemma are tried to be modelled. In the second part Ereğli naval shipyard and the contractor A'yâns' works are explained. In the section, how ship construction was adjudicated to A'yâns, where the construction supplies were provided from and how, ships handing over, what the cost of ships was and how the financial inspections were made, how the payment from state to contractors was, are tried to be explained. In the third part, the obstructions the ship constructions faced are classified as inner and outer ones. The inner obstructions are explained with the people revolts due to social, politic and economic matters in Ereğli, and A'yâns swindles in ship constructions. Outer ones are tried to be explained with the Russian navy raids to Ereğli horbour on several dates. Ottoman Provinces Naval shipyards has not been studied till nowadays. A'yâns are known to have had very different occupations and have been from different social groups. And this is the first study that gives detailed information about naval ship contractor A'yâns. This information makes the study remarkable. In the study, primary sources are used more Ihan secondary ones because of their inadequacy. In Prime Ministry archieves, Hatt-i Hümayun, related documents in Cevdet and İradeler classification, and Kalemi Tersane Emini records which are allowed to be studied are used as primary sources. vn
