Abstract (EN)

Kalemiye sınıfı (the scribal class) which has been known presence since the foundation of the Ottoman Empire, made great progress on the 15th and the 16th centuries. While the officers were employed according to merit and competence system until this period, in the following years these systems began to be a problem bureaucratically. Furthermore, some troubles also appeared on various issues such as education, employee personal rights, salary, rank, medal and criminal practices in officer-related. In the 19th century, along with the acceleration of modernization were made some regulations in accordance with rational state understanding. However, this caused a large increase in the number of civil servants and led to some difficulties in supervision. Therefore, during the period of Abdulhamid II in 1879, in order to be able to overcome both uncontrollability and make officer appointments more regular, Sicil-i Ahvâl Komisyonu which was liable at registering the biographies of officers, was established within the Ministry of Interior. As known, there wasn't any defter which Ottoman officer records were collected until 1879. With the establishment of Sicil-i Ahvâl Komisyonu, work on this area began and records of the officers were registered in the ledger called the sicil-i umûmî. However, due to administrative disruption, it was aimed to reorganize on the issues such as selection and appointment of officers. Thus, instead of Sicil-i Ahvâl Commission, Memurîn-i Mülkiye Komisyonu which was not affiliated with any department, was established in 1896. On the other hand, shortly after the proclamation of the 2nd Constitutional Monarchy, it was decided to carry out affairs relating civil servants within the ministries. Therefore, Memurîn ve Sicil-i Ahvâl İdâresi was established instead of the Memurîn-i Mülkiye Komisyonu. As is seen, the sicil works starting in 1879 continued until 1909 and sicils were recorded to the sicil-i umûmî ledgers. After this year, these sicils were kept in files. In the light of this information, in this study, a total of 128 Antalya born officers, including 10 non-Muslims who served between 1879 and 1909 and was registered in sicil-i ahvâl defterleri, were evaluated. In addition, information about the names and occupations of fathers, educational status, foreign language knowledge, duties and rank, medal or punishment that they received were given in tables. In this way, the officers born in Antalya who were in important bureaucratic duties were tried to introduce.
