The Ottoman Navy Organization is undoubtedly one of the most fundamental foundation of the Ottoman State that brings about the Ottoman State coming to the unique power and building a world sovereignty and in the mean time, this has lead it to direct the world policy by spreading out three continents of the world. Likewise, in its strong time periods, we can see that the Otoman State dominating the world policy, but after starting to the further decline in its naval power, it had snatched its world supremacy to the European States now had powerfull navies. In particular, ever since 18th century, naval power of the Ottoman State has been weakened. Then, one subject has come to the fore and it is needed to make a shortly, but in detail manner evaluation for able to having an idea about how it remained in such as this unable situation and as it was turned into a semi colony of the European States while it was possessed of unique power of the world, in the 19th century. Therefore, the subject which is the forming a base about institutionalizing of the Ottoman fleet, has been started to consider since the naval activities of the Old Turks and the Anatolia Principalities. Morever, Turkish maritime has managed to be summarized and to be interpreted within the last time period of the Ottoman State. Thus, arrived to the basic subject of our research, which the Ottoman navy period in 1892-1900, and studied to interpret activities of Ottoman navy in this period. Those years were worse than ever for the Ottoman State and the Ottoman navy was rather collapsed in this period. Decrees of sultan have been examined carefully to have an idea about what kind of studies have been made and they particularly looked for the answer of the meterial dimension with expenditures in the naval area, in this period.
