The transcription and assessment of the Mühimme Register Number 190(page: 98-198)

A muhimme register is a record that has the decisions made at the Divanıhumayun, which was the highest management organ of the Ottoman Empire governance. The muhimme register number 190, which is the main topic of this thesis, is the Muhimme of Rikab. A muhimme of Rikab is a book which has the decisions made at the council of state which was led by the vizierate district governor when the grand viziers went to an expedition. In the thesis, there are the transcription and assessment of provisions date 1203-1204 AH (1789 AD), between the pages of 98-198 of the book. These dates, are the first few months of the leadership of III. Selim when important things happened in the history of the Ottoman Empire. The provisions which provide a good amount of knowledge about the political, military and economic subjects about the Ottoman Empire, beginning with the wars fought against Austria and Russia, also provide a good amount of knowledge about the organization of state before the Nizam-ı Cedid reforms were done. The provisions sent to the commanders during the war and the Ottoman Empire is seen as militarily difficult situation. The Castles on the border with the enemy are short of food, troops and equipment. The State needs the soldier emergency, many staff members were ordered to join the expedition failed to fulfill orders. The Ottoman fleet, fighting with one hand, the Russian navy in the Black Sea on the other hand fights with pirate ships in the Mediterranean. As a result of deterioration of the general government, people have undergone persecution of local administrators who abuse their duties. To prevent this situation the Adaletnames sent to the Anadolu and Rumeli states. However, the negative effects of the war as a result of the weakening of central government increased banditry incidents, the state has engaged in a long time. In the first part of the thesis, there are general overviews and explanations about the Muhimme registers. The second part has transcription and summaries of the provisions with literature. The materials and method are described that was used in research in the third part.
