Özet (EN)
The Constitution of 1921 accepted that the sovereignty belongs to public is a corner stone. This thesis purposes to reveal theoretical fundamentals of the Constitution of 1921. To accomplish this aim, the concept of sovereignty in the Ottoman Empire and the development of popular sovereignty in Europe were examined. The developments in Europe which are related to the concept of sovereignty and state are mentioned as well as their reflections to the world of Turkish thought. As a result, the adoption of sovereignty to the public is mentioned which is the transition step of the Republican administration and the secularization.
