Özet (EN)

ABSTRACTOur democracy life ?started in 1876- had been done with dual assembly system. Withthe 1921 and 1924 Constitutions, Turkey had had a single assembly system. The 1924Constitution had tried to provide the foundation of the State, its modernization and make ithave a long standing structure under the extraordinary conditions. Due to these reasons, theConstitution gave the jurisdiction of league of powers to the Assembly. Thanks to this fastand permanent reforms could be done. However, after the transition to multi-party system in1946, the DP ?gained power in 1950- had forgotten democracy and made anti-democraticattempts. As a result of this, the military ?took power on 27th May- preferred to limit therulership with dual assembly system.The Republic Senate ?which was the most important foundations brought by the 1961Constitution- consisted of 3 type members: Inborn members, Chosen members and Quotamembers. Laws and acts passed from the Assenbly were to discussed again in the Senate andthose who had the power weren?t going to make any law against democracy and the regime.Besides, the Senate could control the execution with supervision activities.This system ?which was efficient between 1961 and 1971- lost its power because APhad the majority in both the Assembly and the Senate. The governmental problems in thisterm were also one of the reasons of this loss of efficiency. Inborn members ?who were theone of the most polemical subjects- were the most active members. These senators both tookpart in governments and had been Presidents by founding governments during the crisis times.Key Words: Republican Senate, bicameralism,AP,CHP,Election.
