This study provides general information about health concept, characteristics of health services and public expenditures to health care and factors affecting to these expenditures.Nowadays, public expenditures at health care services rapidly increase all over the world due to advanced technology, rise of awereness and adoption of social welfare conception as dominant ideology.Approximately 70% of total health care expenditures comprises puplic expenditures at health care services in Turkey. İt is compulsory to control these expenditures because of its heavy burden to public budget. The complex structure at supplying and financing of these services in our country has been tried to discipline since 2003. For this purpose, social security institutions are combined under one roof, İnstitution of Social Security and hospitals which are belong to government was transfered to Ministry of Health, so it has been tried to separate public institutions which provide to supply public health care services and to finance public health care expenditures.İn this study, it is analysized problems at supplying and financing of public health care services in Turkey and developed proposals to control increased public expenditures to health care.
