The implementation of the state aid scheme for the political parties in the fra-mework of the Constitution of 1982

This master thesis regarding "The Implementation of the State Aid Scheme for the Political Parties in the Framework of the Constitution of 1982" consists of three main sections and the result. In this study, the issue of the state aid to the political parties in the framework of the Constitution of 1982 in Turkey has been addressed. In the first section, the development of the state aid, the reasons for it, its implementation, and the critism directed at it are unfolded by taking the examples from around the globe into acco-unt. In the second section, the progress made on the state the state aid to the political parties in Turkey during the the constitutional, and legal processes are discussed in detail by taking the verdicts of the Constitutional Court into consideration; and the appropriate solutions are offered for the critism directed at it. In this regard, the first section underlines the political finance; analyzes the way the political parties are financed during the period when the politics is regular, and also the period when there are elections in association with the comparative law; and offers solutions for the implementation problems. In the second section, the historical development of the state aid is underlined; the implementation process is examined based on the examples in the comparative law. This paper studies the Turkish Law dealing with the state aid procedures; the changes taking place during the constituti-onal and legal processes; the reaction given by the Constitutional Court; the critism directed at the state aid; and the solutions offered. The third section mentions the need of financially monitoring of the political parties in Turkey; the development of financial monitoring during the constitutional and legal processes; the implementation problems encountered during the financial monitoring; and the solutions offered.
