Abstract (EN)
Political parties and free elections are compulsory elements of democracy. In the democratic regimes political parties compete with each other to realize its defending thought and ideals. That today?s democracies are called as ?political parties democracy? shows the importance of political parties. In this context, in the world and our country the appearence, development and types of political parties are dealt with and especially in Turkey the situation and importance of political parties are mentioned.In democracies the basis of administartion authority and legitimacy is election. As used methods to convert votes to cahirs, election system that be studied in limited sense, it?s aim is to provide political participation including principles of justice and utility (stability). There is proportional representation system based on justice principle and majority system based on utility (stabilitiy). In addition there are mixed election systems that consist of some elements of those two system also.As being last, today elections and election systems is one of the most controversial matters. In this study, election systems in the framework of theoretical and application level have been able to explain in the world and Turkey.According to Duverger?s theory election systems are the basic reasons to determine political party systems. It is stated that relation between election systems and administration stability is provide by way of political party systems. In our country real factor determining political party system is social divisions. In the scientific viewpoint election systems are not directly responsible for some terms emerging administration?s unsteadisnesses in Turkey. It has been determined that as studied effects of propoprtional representation system practiced in west democracies, either coalition or single party majority could be established, despite in majority systems administrations could be short-lived.It has been appeared that a election system whether expected result can?t be calculated exactly. Every country has different conditions. Not been taken into consideration ethnic, ideological, social divisions and democratic culture, ıt concludes wrong results that considering only election system provide justice in representing and stabilitiy in administration.Key Words1.Political parties2.Elections3.Election systems4.Democracy5.Political culture
