Abstract (EN)

In modern countries, state functions are institutionalized through different branches, and government systems emerge with power distribution and relations between the legislative, executive powers and duties. With the changing conditions/ demands, government systems adopted with the economic, political and social structure are either met with the change in favor of the legislative or executive within the government system, or with a completely new government system. Within the thesis, the government systems in Turkey from the foundation of the Republic to the present were examined regarding the position of the executive, and whether the executive strengthened in the Presidential Government System could be seen as a continuity/break in the historical process. As a result, the tendency to strengthen the executive began with the 1971-73 Constitutional amendments, with the council of ministers wing of the executive body in the center. In the 1982 Constitution, the presidency, the politically irresponsible wing of the executive branch, was equipped with broad powers against the ordinary power-duty sharing of the parliamentary system. Thus, the foundations of the new system, in which the Presidency is at the center, were laid in the 1980s, when the discussions on the presidential system began and hosted the constitutional changes strengthening the presidency- the irresponsible wing of the executive branch. The 1980s could be identified as the period when the break with the government system began. With the acceptance of the president election with the 2007 Constitutional amendment, strengthening the presidential wing of the executive within the parliamentary system continued. However, with the 2017 Constitutional Amendment, the limits of strengthening the executive were reached and the preference for an in-system change was abandoned and the transition to a new government system could be marked as a breaking point
