Abstract (EN)

In this thesis, the position, election, duties and powers of the presidency of the republic are analyzed within the framework of the provisions of former constitutions, and the Constitution of 1982 which is still in force.In this study, powers, duties, effectiveness in the administrative system and unaccountability of the President and amendments in the constitution are assessed in the context of parliamentary regime and current arguments in our country regarding the changes in the governmental system are discussed.As a result, this study reveals that the duties and powers of the President do not comply with the parliamentary government system; the administrative system that brings the President to the fore within the framework of powerful administration understanding coming with the Constitution of 1982 has drawbacks; this situation creates a system problem once it is considered that the President has no responsibility; it is necessary to reduce the powers of the President and our country needs a new constitution.
