The effects of the European Union discourse on Turkish migrant people in terms of 1999-2005 Turkey and Germany relations

In this thesis, with the entry into force of the Turkey-Germany Labor Contract dated October 30 1961, the reflections of the most crowded out-migration process seen throughout the history of the Republic of Turkey, between 1999-2005, are evaluated with a constructivist perspective. The Republic of Turkey, which turned its face to the "Western" world, including the last periods of the Ottoman Empire, took the first important step of its journey to the European Union by applying for partnership with the European Economic Community under the name of that period on July 31, 1959. The relations between Turkey and Germany, which date back to the Ottoman Empire and the Kaiser's period, have followed a fluctuating process based on interests and international conjuncture, which is not uniform regarding the European Union. With the belief that an integrated Europe could bring the end of authoritarian and military-based understandings after the Second World War, it was agreed that the solution could be an economic union. In the following periods, after economic integration opened the door to social, cultural and political integration, the European Union evolved from the meaning of international organization to another mechanism in which nation-state sovereignty capabilities were transferred. In this context, in the thesis study, it has been examined how nearly three million immigrants of Turkish origin, who were de facto members of the European Union in Germany, were affected by Turkey's membership processes or how they affected these processes before Turkey's membership was in question. Especially after the Helsinki Summit on 10-11 December 1999, after the announcement that Turkey would be evaluated in equal status with the other candidate countries, there were movements in the relations between Turkey-European Union and Turkey-Germany. In this context, the subject was examined through literature studies, press research and interviews, and the data obtained were analyzed by theming with the MAXQDA- 2020 program.
