The concept of governance which is firstly used by World Bank in its daily use accepted by many international organizations, intra-national creations, governments and applied for public administration. Governance which is a system in which the government shares its power with private sector and non-governmental organizations instead of hierarchical and bureaucratic structure is a management system that defines its actors as ?stakeholders?. Governance purposes to hold accountability, responsibility, openness, participation and efficiency for governments. The system of governance moved into local administrations because of the higher participation rate in local areas. In this study, the concept of ?local governance? which is the main subject defined in details with the other concepts concern with local administration and governance. Moreover some implementations done by Turkey within the frame of ?local governance? are briefed.Besides; in this study, the local administration acts of Turkey which renewed after 2000, the acts thought to renew, and some international papers matter of local governments considered within the frame of local governance. The ideas about acts, the rate of characteristics of governance in these papers, and the impacts of the international papers on Turkey?s local administrative structure are discussed. In this frame; municipality law, metropolitan municipality law, special provincial administration law, village act, law of development agencies, law for association of local authorities, Law of Financial Management and Control of State, EU negotiation papers, and the Twin Agreements of UN are analyzed.According to the main hypothesis of this study; In Turkey, transition from local government to local governance accelerated by the acts made after 2000 and the international agreements. By using the main hypothesis, sub-hypothesis for every paper are argued and achieved some findings and proposals.Key Words: Governance, Local Administration, Local Governance, Local Administration Act.
