Abstract (EN)
Political parties are the most important actors of democracy from past to present. They are instruments to presentations of different parts' wishes, demands and problems to the central administration. As a result of these presentations, an administrative mentality in states improves and societal political attitudes emerges. In this way, political legitimacy arises. The elements, which for taking a place in political arena, are derived from the political legitimacy. The state government transforms more systematical and active structure as political parties become more active. Political formations have to reach all the parts of society and touch on all the subjects. Governmental organizations may not base on only a group, a field or an organization. Political formations, that progress one-sided, cant be approved by societies. Parties have to appeal to all the parts of society, not only specific groups. Turkey is a politically young state and proceeds its improvement. The political parties' tenders help people to get involved into the formation. The parties, which appeal to whole society and satisfy their demands, take a place in the state governments. In 1946, multi-party system, instead of single-party, is supplanted in politically young Turkey. Beginning from 1950 Elections, that RPP(CHP) was overthrew, military coups were executed decennially and democracy wat cut recurrently. In these periods, political parties faced closure cases and lots of politicians were under bans. The military domination lasted from September 12th, 1980 Coup to 1989 President Elections. Demilitarization was revealed with the Presidency of Turgut Özal in 1989. On the other hand, 1990s are known with coalition governments and unidentified murders. Also in this process, terrorism rise again. With these problems, political stability couldn't found. In this period, "conservatism" fact revived in Turkish political life, especially with 1994 local elections. The Welfare Party (WP) got the majority in won 1995 Election. In WP coalition government period, when military seem them as non-secularist, WP Chairman Necmettin Erbakan was resigned as prime minister with a General Staff Manifesto. In this non-secular perceptions and sharia demands period, Virtue Party (VP) was found as a follow-up Welfare Party. A young man Abdullah Gül endeavoured to be rival to Recai Kutan who was nominated by N. Erbakan in VP Chairman Elections. Abdullah Gül, R. Tayyip Erdoğan and their friends won a general approval with their vote rates despite losing the election. These young men, who were dissatisfied with VP's decisions and practices, founded Justice and Development Party (AK Parti) in 2001. AK Parti characterized itself as conservative, contemporary and Wested-oriented political party. In 2002 Elections, Justice and Development Party (AK Parti) became most successful party with 365 seats in the of Parliament. Except this success, Justice and Development Party (AK Parti) won by landslide all the elections after 2002. The aim of this study is to examine the factors which lie behind the Justice and Development Party (AK Parti) 18 years success. In this study, the examination is not only about the party in power, but also the other important parties' doctrines, attitudes, electioneerings are examined and compared with the parties' attitudes and promises in Turkey General Elections and Municipal Elections, Justice and Development Party (AK Parti), Republican People's Party (CHP), Nationalist Movement Party (MHP), İyi Parti, People's Democracy Party (HDP)'s election strategies, messages, signboards, election discourses analyse in this study. Finally government programmes in which AK Parti's government application is analysed. This study is based on related books, articles, web sources, party manifestos and programmes, also relates Laws and thesis papers are used.
