Abstract (EN)

Traditional cadastral systems need to refresh each self in every ten years periods. The technical improvements in the end of the 20.century, social changing, globalism, industrialization which is destroy the cultural and natural values have changed the looking to the land and created the new cadastre concept. The new cadastre concept which was brought up by FIG commission 7 suggests that must be like support sustainable development and land management, was constructed on information system, obtain the improvement and the control of the land market, support the environmental management and produce statistical data. In this study, to reach that new cadastral system which is named Cadastre 2014, it is investigated the subjects of determining the existing situation and new legal organizations, deficiencies, new reforms which are must be done are examined. The existing situation of the Turkish cadastral system, deficiencies, incorrect aspects, institutional necessities, the reforms which have to made firstly is defined. Turkish cadastral system and Cadastre 2014 are compared and tried to define the Turkish cadastral system's place according to the new cadastral approach. Deficiency aspects and recover of the existing system are determined and tried to define new legal arrangements' aspect which are must be made.
