It is an undoubted fact that the phenomenon of migration, which is as old as the history of humanity and has a strong potential to open and close the era, will continue to exist in the future and will make its impact more felt. When societies are examined on the stage of history, it is seen that there are various reasons for migration. These; security, climatic conditions, the desire to farm more efficiently by reaching more fertile lands, invasions of other communities, etc. can be listed as On the other hand, when today's migration phenomenon is examined, it is seen that the reasons that caused the migration movements thousands of years ago did not change much, but other actors were added. Therefore, unlike the ancient migrations, the results of today's migration movements are felt more quickly and effectively. Due to this potential power it has, the issue of migration is now at the top of the agenda of many countries, and most countries perceive irregular migration as a national security threat. As a result, countries that receive immigration make changes in their immigration policies nationally and internationally in order to provide both security and control by making legal arrangements against immigration movements. In this context, Turkey is at the forefront of the countries that have changed their migration policy. Regulations and changes made in laws, newly established institutions, international migration agreements and cooperation can be given as examples of these changes. The reason for this revision is the influx of irregular immigrants, mainly Syrian, Afghan and Pakistani nationals, which Turkey has been exposed to, especially after 2011. As a result of such an intense influx of irregular migration, different speculations about some legal practices in Turkey have started to show themselves. There have been some criticisms about irregular migrants, mostly Afghans, along with Syrian foreigners. These criticisms are that Afghan immigrants are not registered in Turkey, reside in an uncontrolled manner and are not subject to any control, and that the deportation mechanism does not work effectively in Turkey.
