The energy crisis of 2022 and the reconstruction of German foreign policy

This thesis examines the transformation of Germany's foreign policy within the framework of the concept of energy security. The volatility in global energy markets and the energy crisis that emerged following the outbreak of the Russia-Ukraine war in 2022 have prompted Germany to reassess its traditional foreign policy stance. The study details Germany's internal political, security, and economic responses to the energy crisis and then provides a comprehensive analysis of the structural steps taken in the field of foreign policy and the newly emerging strategic vision. Energy supply security is addressed not merely as a technical issue but as a multidimensional matter situated at the intersection of diplomacy, geopolitics, and economics. Germany's foreign policy responses are evaluated in the historical context of the "Zeitenwende" (turning point), and the study explores how this transformation has aligned with its transatlantic relations, aspirations for leadership within the European Union, and ambitions to act as an independent global player. Throughout the thesis, theoretical frameworks such as energy security, foreign policy analysis, and the concept of Energiewende are utilized. A qualitative research approach has been adopted, including an in-depth examination of primary sources such as official documents, reports, and press releases. Furthermore, the study draws upon academic literature and media analysis. Germany's energy dependency and the policy decisions made in response serve as the departure point of this research. The findings indicate a significant shift in Germany's historically cautious foreign policy. While initially pursuing a diplomatic approach toward Russia at the onset of the war, Germany later increased its defense expenditures, provided military assistance to Ukraine, and moved toward diversifying its energy sources. This study aims to provide a foundation for understanding the long-term implications of these changes and Germany's evolving role in the international system.
