Özet (EN)

The Ottoman state-society understanding was based on the principle that if there was "justice", the "property", that is, the state, would stand. Within the framework of this understanding, the primary duty of the Imperial Council was to hear complaints. Similarly, among the main goals of the laws was to protect the people from the oppression of the administrators. The state granted the people unlimited right to complain with the system it established, and in this context, the aggrieved could seek their rights by applying from the lowest district court to the highest Imperial Council. Thus, the complaints that could not be resolved locally and were conveyed to the central Imperial Council were discussed here, and copies of the decisions taken were recorded in the books related to the provinces before they were turned into decrees/rules, and the Provincial Decrees Books emerged. In the context of this general information, the provisions in the Karaman Ahkam Defteri No. 3 (pp. 97-196) constitute our thesis subject. The relevant provisions focus on banditry movements and usurpation incidents, tax issues, debt-receivables cases, foundations, land and title disputes, and inheritance issues, respectively. These issues discussed in the Divan were resolved through orders addressed to local administrators. During this process, district judgeships served as an important authority. The provisions constituting our thesis subject cover the years 1747-1748. It is possible to say that these provisions emerged under the influence of the 1730 Rebellion and the aftershocks, the 1736 Ottoman-Russian and Ottoman-Austrian wars, as well as the Ottoman-Persian wars that began in 1723 and ended in 1746. The assignment of soldiers and other officials responsible for public order to the front resulted in a decrease in road safety in the provinces and a weakening of central administrative control, and since the security of the Ottoman countryside, roads and passages in particular was compromised, the relevant provisions largely dealt with banditry, extortion and looting. The economic pressure of the war on the subjects also showed its effect in the form of tax-based complaints and village abandonment.
