Effects of law no. 6360 on administrative and financial autonomy of metropolitan district municipalities: A study on the example of Erzurum metropolitan district municipalities

Many legal regulations concerning local governments have been implemented in our country. With these legal regulations, it is aimed to strengthen the administrative and financial structures of local governments. Europe strengthening local management of administrative and financial autonomy also found expression in the Charter of Local Autonomy stands out as one of Turkey's major management problems. With the Law No. 6360 on the Establishment of Metropolitan Municipalities and Twenty-Seven Districts in Fourteen Provinces and Amending Certain Laws and Decree Laws, which were passed in 2012, significant changes were experienced in metropolitan municipalities. We tried to explain the positive or negative effects of this change on district municipalities in our thesis. The subject of our thesis; The concept of central and local government, local governments in the Ottoman Empire, establishment and development of metropolitan municipalities in Turkey, an important concept in terms of public administration and local governments; Authority, duty and resource sharing, together with the concept of autonomy and the aforementioned law, the changes in the resource sharing, authority and task sharing between metropolitan and metropolitan district municipalities and the effects of the law on the administrative and financial autonomy of district municipalities.
