Foreigners and International Protection Law contains and regulates all details ,with regard to foreigners', entry into, stay in, exit from Turkey and as a law it points out about foreigners legal rights and within the period of staying in the country. Especially it is necessary to have a broader perspective to manage and handle about regular migration policies, foreigners who have entered the country legally and turns into settled foreigners. In terms of policy of encouraging regular migration and minimizing irregular migration, regular migration subjects must be clear and understandable with different point of view in terms of not only foreigners but also practitioner administrations. When both grammatical and teleological interpretations of the legal articles are taken into account, the provisions of the law which can make different interpretations in terms of a foreigner already in a foreign country it is necessary to be kept at the lowest level. For this reason, in my study, in the part of regular migration of foreigners and International Protection Law which is quite new and it is open for development area in Turkish foreigners' law system, the purpose of thesis study, visa, visa exemption, residence permit, residence permit exemption, deportation and how to apply administrative justice to all about against decisions, aims to different perspective all about laws article. Actually in the area of foreigners law, as a result of ensuring monotony, opening up contradictory law provisions, will find clearer and understandable implementation area, contains offer in foreigners law.
