The majority of the public officials involved in the provision of public services are teachers who are employed in the education public service. In order for the education service to be provided regularly and continuously, some rules and sanctions should be applied as a result of the violation of the rules. These sanctions differ for teachers in the period before and after the law numbered 6528 of 1.3.2014. In the former period numbered 6528, special crimes and penalties were established in the teaching profession in line with the laws numbered 1702 and 4357, and punishments were made according to these laws. However, due to the repeal of the provisions in question with the Law No. 6528, the disciplinary proceedings of teachers are carried out in accordance with the provisions of the Civil Servants Law No. 657, which is a general law. As this situation causes gaps and different disciplinary procedures in practice, it causes the need for laws containing disciplinary provisions to be specific to the teaching profession. In addition, due to the fact that all acts and behaviors constituting disciplinary offenses are not specified in the laws and the administration has been given discretionary power for similar offenses in concrete events, the judicial decisions made by the administrative jurisdictions applied for the annulment of the punishment procedures also provide direction to the implementation by improving the implementation. The thesis work consists of three parts. First of all, the basic concepts related to the thesis, the principles that dominate the disciplinary law and the method of giving disciplinary punishment to teachers are explained. Then, the disciplinary punishments given to teachers before and after the law numbered 6528 and the punishment practices of some acts are mentioned. Finally, the issues that are subject to judicial review in the disciplinary punishments given to teachers were examined. As a result of the examination, it has emerged that the discipline provisions specific to the teaching profession should be created within the Teaching Profession Law or as a separate regulation, as was the case in the pre-law period numbered 6528.
