Abstract (EN)

Sailing permit (Izn-i sefîne) expresses the freedom round trip given to the ships especially passing through the Dardanelles and the Bosphorus and used for the "road provision" or "mürûr tezkiresi" taken for the highway. The first example of giving izn-i sefîne or mürûr tezkiresi to the foreign ships crossing the straits is given in 1452. The entire Black Sea was closed to foreign ships due to the fact that there was an absolute Turkish sovereignty in the Straits between 1453-1809, which had an important place in terms of maritime trade throughout the history. This situation continued until the end of the 18th century. At the end of the 18th century, Russia began to fight with the Ottomans to land in the Black Sea, for the first time according to the 1739 Treaty of Belgrade had the right to trade with the Ottoman ships. After the struggles of nearly a century with the Treaty of Küçük Kaynarca Rusya acquired the right to trade in the Black Sea and remove this sea from a Turkish inner sea. Particularly, he occupied the Crimea in 1789 and completely strengthened his sovereignty in the Black Sea. It was decided on which terms the trade would be made by the Trade Memorandum signed in 1783. This study consists of the transription and assessment of the " Number 7 Sailing Permission Book" comprises very important data in terms of maritime trade between 1818-1823.
