Özet (EN)

Education has become one of the problems of a prime importance in everysociety since it directly impacts economic, technical, social, cultural and politicaldevelopments. Each society should tailor education according to its own needs. Sucharrangements education is subject to have to take new forms `n order to keep upwith the time, as needs are in a constant state of change.Nevertheless, the principled education must rest on immutable fundamentalphilosophy and principles. Although general education relies on a philosophy, whichis suitable to ?Universal Goals of Education and General Goals of Turkish NationalEducation?; vocational education, right along with considerations raised above, mustbe conformable to the philosophy for social, economic, and technological reasons aswell.In order for Turkey to attain its economic development goals, there is the feltneed for workforce at all levels ranging from middle-echelon qualified workers tohighly qualified professional experts. The education and training of the workforce tomeet these needs should comprise increasing not only social, numerical andmathematical, and literacy skills, but also analytical thinking, problem solving andcompetency of taking part in teamwork skills. However, there is no such a potenteducation system to meet the needs in question.Vocational and technical education has a complex structure with variousdifferent vocational fields. While existent vocations are maintained, it is anticipatedthat there will be potential changes in characteristics of workforce, structure ofvocations, and organization of work places. Economic and technological changescause some vocations and occupations to vanish, some to be altered, or some toemerge. Such a situation makes reeducation of adults in the years ahead a currentissue, because changes that have been continual make qualifiedness of manyworkforces out of fashion.Vocational attainment is at an important point in the structuration ofdeveloped societies. State before all else and a lot of institutions and organizationsare aware of the fact that they exist only with workforce engaging in vocationalactivities. In these societies division of vocational branches takes place in correctproportions. For that reason, there exists adequate workforce in each organization aswell.European Union attaches great importance to education, especially tovocational and technical education. EU has launched a series of programs withparticular focus on vocational training of young people to help them contribute tothe production through financing necessary activities to be taken in the process oftransition from the preparatory stage of beginning to make a living to working life.
