Abstract (EN)

From an overall perspective of the Republic of Turkey's political life Judging by experienced political tensions, it is noteworthy coalition government and political conflicts between the head of government with the president. However, the reason for these political problems has been seen as a model of government since the 1980s. In order to ensure the stability of the government in the following period, the discourse on the transition to the presidential system government model has come to light. The presidential system debates, which started in 1980 with Tercüman Newspaper and Yeni Forum Magazine, were reflected in politics with Turgut Özal and later became political party leaders such as Süleyman Demirel and Recep Tayyip Erdoğan. This is in accordance with the content of the work without reason that presidential debates taking place in Turkey, Özal and Demirel, Erdogan (AKP) have dealt with these issues periods and is supported by the rhetoric of political leaders. In addition, the model country of the presidential system in Turkey Presidential System of Government, which is unique government model were compared with the United States in the last part of this study. The comparison between the two government models involves structural and functional comparisons in terms of state powers. In this framework, the structural situation of the legislative, executive and judicial powers between the two models was clarified and their functionally recognized duties and powers were compared.
