The main purpose of this study is to build up a focus strategic decision model with artificial intelligence (AI) technique in the design of open and distance flexible learning (ODFL) environments. In accordance with this purpose, flexible learning approach and strategic decision model was used. The flexible learning approach is based on Pedagogy, Technology, Interface, Assessment, Management, Resource, Ethics and Institutional components within the framework of Khan's flexible learning. In the research, the opinions of experts in the field of open and distance learning (ODL) were obtained during the process of creating a strategical decision model with artificial intelligence technique in ODFL environments. In this study, which was designed as an action research, the opinions of the ODL experts were collected with the Delphi method, firstly. In the first round of the Delphi method, SWOT analysis of flexible learning frame categories were conducted with open-ended questions. In line with the statements that all experts agreed on the Delphi method, the opinions and suggestions of experts working in the field of ODL were taken with the focus group discussion on the applicability of the flexible learning framework in the design of the ODFL environment. After the findings/statements obtained from the Delphi method and focus group interviews, a binary comparison matrix was used for the model to be developed within the scope of the study. In this matrix, which was created to determine the importance of Khan's flexible learning framework criteria compared to each other, the opinions of experts in the field of ODL were compared. The analysis of the data obtained from the binary comparison matrix was carried out by the Fuzzy AHP method which is one of the artificial intelligence techniques. In addition to this, the expressions with high level consensus in Delphi technique were analyzed during the model construction and strategy development process, and in the process called Eco-Delphi, the opinions of the experts were included in the strategy development phase. As a result of all the data obtained, SWOT strategies of ODFL environments were created and the KOR-Strategic Decision Model was developed. It is thought that the model developed at the end of the study will assist/serve and guide institutions and experts in the design process of the ODL environments.
