Abstract (EN)
The purpose of this study is to identify seamless learning environment design criteria for open and distance learning. In this regard, the research benefited from Delphi technique which used in qualitative research. In the study, 47 criteria in 10 themes were identified. The themes determined in the context of the research are: (1) Criteria for designing an environment that includes formal and informal learning in the context of seamless learning, (2) environment design criteria covering individual and social learning in the context of seamless learning, (3) environment design criteria to provide access to learning resources anytime and anywhere, (4) course-environment design criteria to include multiple device types (technology), (5) rapid transition criteria in multiple learning tasks, (6) environment design criteria covering real and virtual worlds for seamless learning, (7) course design criteria in which previous and new information can be synthesized, (8) course design criteria suitable for seamless learning with multiple learning models or andragogy, (9) design criteria for seamless learning processes according to cultural diversity of learners, (10) evaluation process design criteria for seamless learning. Keywords: Seamless learning, open and distance learning, distance education, open education, delphi study.
