Abstract (EN)

Critical and creative thinking are important skills that 21st-century learners must develop. This research aims to reveal what elements should be included in an interactive learning scenario to develop critical and creative thinking in open and distance learning environments, and create a checklist for interactive learning scenario design. Hetagogy theory and Inquiry-Based Learning theory constitute the study's theoretical framework in line with the determined purpose. In this sense, the study is important in contributing to the literature by creating a holistic perspective in Inquiry-Based Learning with a Hetagogical approach to the interactive scenario creation process. The study was designed with a case study, which is one of the qualitative research approaches. The data were collected through semi-structured interview forms, through face-to-face and online interviews with seven field experts. The collected data were analyzed with the NVivo12 package program, and four main themes, sixteen themes, and fifty-five sub-themes were obtained. The checklist created in this context can be summarized as follows: integrating previous knowledge with new knowledge, providing the learner with the happiness of success in the process, offering different learning path options for different learning styles, creating branching structures and orientation plugins, spreading open-ended questions, case studies, stories from life, discussion forums to the whole process, choosing the appropriate software.
