Evaluation of AFAD Projects within the Sendai Framework for Disaster Risk Reduction

Abstract (EN)

The Sendai Disaster Risk Reduction Framework, adopted at the United Nations 3rd World Conference on Disaster Risk Reduction, presents targets aimed at reducing the loss of life, and economic, social, and cultural property caused by disasters between 2015 and 2030. Sendai Framework targets are a guide for national decision-makers in reducing disaster risk and increasing resilience to disasters. In Turkey, where disaster risk is high, the fight against disasters is carried out by the Disaster and Emergency Management Department (AFAD). The projects carried out by AFAD, which has the vision of "creating a disaster-resilient society", are expected to be in line with the Sendai Framework objectives. Evaluation of the compatibility of AFAD projects with the Sendai Framework targets is important in terms of determining the extent to which the effort to reduce disaster risk and increase resilience is in line with the international effort. In this study, the compliance of 31 projects carried out by AFAD with the Sendai Framework objectives has been evaluated. In the evaluation, the opinions of experts in the field of disaster management on the compliance of the projects with the objectives of the Sendai Framework were taken. The collected opinions were analyzed by descriptive analysis and multi-criteria decision-making (MCDM) techniques. Projects for the pre-disaster period have been identified to be more compatible with Sendai targets. By determining how much the projects contribute to the goals, the weak and strong aspects were identified and the decision-makers have been given managerial insight.
