Evaluation of disaster logistics which transformed after Turkey's disaster response plan within the context of Bozkurt floods

The aim of this research is to understand the structuring of disaster logistics within the framework of the Turkish Disaster Response Plan (TAMP) and its functioning in the Bozkurt flood disaster. In the research, the effectiveness of disaster logistics practices, their compliance with the response plan and the challenges encountered are discussed. The results aim to understand the relationship between disaster logistics and disaster response planning, to contribute to the academic literature and to improve disaster management policies. Furthermore, the evaluation of the logistics processes in the Bozkurt flood disaster will provide insights that will inform the development of strategies to address problems that may arise in similar disasters. The research is based on a population of 6,552 people and 187 participants who were working in Bozkurt flood disaster. A combination of sociodemographic information forms and disaster logistics assessment forms, including planning, communication and operation sub-dimensions, were utilised for data collection. The data were analysed with SPSS 27.0 software and evaluated with various statistical tests. The mean age of the participants was found to be 39.04 years (± 8.25) and the mean years of experience was 10.21 years (± 7.74). The analysis revealed that 87.7% of the participants were male, 44.9% of them were public institution employees, 77.5% of them had disaster experience in the past and 91.4% of them had experience of working in a disaster. In the subcategories of disaster working experiences, it was observed that the participants took part in 25.1% preparation, 20.1% mitigation, 32.7% response and 22.1% recovery processes. In the Bozkurt flood disaster, 45.5% of participants were assigned within the first 12 hours, 40.7% stated that they were well and had been thoroughly informed, and 41.7% stated that a pre-assessment team had been sent. The study concluded that the lowest reliability value was in the communication dimension (0.673) and the highest reliability was in the planning dimension (0.925). The study found that prior disaster experience exhibited a statistically significant association with the sub-dimension of planning studies and the status of being informed prior to the response on planning studies, communication, logistics subdimensions and total survey score. Furthermore, the study determined that the deployment of a pre-assessment team resulted in statistically significant differences on planning studies, communication sub-dimensions and total survey score.
