With the understanding that traditional disaster management, which focused mostly on crisis management during and after disasters in the past was inadequate, an integrated disaster management system has been adopted worldwide in recent years, in which pre-disaster risk management is handled and the society is also included in the process. As a part of risk management in the integrated disaster management system, it is aimed to minimize the hazards with disaster-oriented urban regeneration practices. In this thesis, within the scope of the study on earthquake-focused disaster management, a conceptual framework has been prepared by literature research on disaster, disaster management systems, urban regeneration, and disaster-oriented urban regeneration in the world and in Turkey. In the field study, the general situation of the Akşehir city center of Konya, which is located in the 1st degree earthquake zone, regarding the disaster risk was evaluated. Urban regeneration areas determined within the scope of disaster risk were prioritized by utilizing GIS and AHP techniques. As a result of the thesis, suggestions have been developed for the identification and prioritization of urban regeneration areas in order to create a base for disaster-oriented urban regeneration strategies for the city of Akşehir. It is expected that these suggestions will constitute a preliminary study and guiding tips for the urban regeneration strategy document.
