Afghanistan has always been a country that the great powers wanted to control due to its geostrategic and geopolitical position. Because a state that has a say in Afghanistan can have the opportunity to intervene in Central Asian, Middle East and South Asian countries very easily. The fact that Afghanistan is very rich in oil, natural gas, gold and copper mines is one of the important reasons why the great powers want to dominate Afghanistan. The geography of Afghanistan has always been the field of struggle of foreign powers. In the 18th century, it became a buffer zone between Great Britain and the Russian, and during the Cold War it became a battleground between USA and the USSR. As a result of the intervention of foreign powers, on the one hand, Afghanistan's resources were taken abroad, on the other hand, the development of local governments, which is the subject of our study, was also significantly affected. In particular, the ongoing civil war has caused the country to fall behind economically, socially and administratively. The aim of this study is to examine how local governments are formed in the Afghan political system, the reasons that are effective in the development of local governments, the position of local governments against the central government and the local government reforms made after 2000. The study consists of four parts. In the first part, Afghanistan's administrative structure and development, in the second part, the change and restructuring in the administration after 2000, in the third part, local governments in the conceptual and theoretical framework and the historical development process of Afghanistan, and in the fourth part, the functioning of local governments in Afghanistan after 2000 and in the fourth part. reform process is examined.
