Abstract (EN)

Corruption is defined as actions that result from the use of the power and authority of the government or affiliated government agencies to obtain individual or collective financial benefits. Corruption is a complication that affects all developed or less developed, democratic, and undemocratic countries today. Where there is a government, there is greater or lesser corruption. Corruption exists today in almost every country, but it leaves the most devastating effects in developing countries. Due to the consequences and adverse economic, political, social, cultural, and legal consequences of corruption, the need to address this social problem from different scientific perspectives is becoming more and more felt. So in this paper, we're trying to investigate the causes and factors of corruption. The fact is that in the current Afghan administrative system, the appointment and assignment of posts based on communications, political considerations, ethnicities, or bribery has become commonplace, and collusion between wealthy individuals, often politicians, and bureaucrats, to get through. One-stream administrative system filters are accepted. Despite the many studies and research that have been done in this area, presenting a unique concept of corruption is a tricky thing; the main reason for this is the diversity of factors affecting the onset of this phenomenon. Studies on the phenomenon of corruption show the complexity and scale of the factors that influence this phenomenon's formation. Overall, the causes and characteristics of corruption in Afghanistan are 1- Social and cultural factors; 2- Political and organizational factors; 3- Economic and legal aspects. As part of this study, we tried to look at those factors and then, based on the results, develop ways to reduce and even prevent corruption.
