Abstract (EN)
Beginning with Industrial Revolution, demand for energy in the world increases and energy production and consumption processes cause ecological problems in parallel with emerging technology and urbanization in the last quarter of the 20th century. Therefore, correct managing of the urbanization process and consumption control technologies have taken place as the most important agenda in the first quarter of the 21st century. From the 90's, attempts concentrated on reducing the pressure of cities on the ecological balance, planning approaches for more efficient and livable cities, various initiatives (green city, eco city, livable city, digital city, smart city initiatives etc...) have been tried and implemented in a limited level. In this study; the concept of "smart planning" has been accepted as a comprising prominent after examining related planning approaches and design projects. Smart planning concept assesses the level of productivity of cities in terms of physical, functional and relational structure without being bound to a particular scale. The concept is described under different constituents named as "components of smart planning organization"."Energy efficiency management" component among them attracts attention as a prominent ingredient due to projects and applications examined worldwide. Efforts for remodeling and strategies for transforming cities of the near future should be dealt with the "energy efficiency" theme. In this context, the planning process to be developed reveals a significant opportunity for the healthy development of "small-scale cities" which did not surpass the geographical and social boundaries and is outnumbered compared to large-scale cities having growth potential in parallel with emerging technology and urbanization. In the first three chapters, it is explained the concept of smart planning, focused on "energy efficiency management among the components of smart planning concept and described an approach which can be called as "energy-efficient settlement evaluation model" that is at the point of addressing on physical settlement plan construction process. In the last chapter, it is explained the reason of proposing small scale settlements within the framework of realities of our countries as an application area of the model. After that "energy-efficient settlement evaluation model" is implemented in Lapseki which is a small-scale settlement in the Dardanelles.
