Comparing the special education system in America, Saudi Arabia, and Turkey

Abstract (EN)

Every society has political, economic and social characteristics that vary according to its geographical structure. These political, economic and social factors play a role in shaping the education system in countries. Education systems differ according to the conditions, characteristics and needs of societies. Therefore, since the education system of each community is unique, the study of the education systems in other countries can contribute to knowing the similarities and differences between the education systems in the countries, thereby improving the education process and solving the problems. In this study it has been tried to explain that what are similarities and differences in private education system of Turkey, Saudi Arabia and The United States of America. Information about the special education systems in The United States, Turkey, and Saudi Arabia has been given and later, special education systems in these countries are examined from various factors. Diagnosis, placement, legal regulations and special education teacher training processes of special education systems were examined and compared, comments were made according to the findings, and then suggestions were made by making conclusions. This research is a qualitative research and a comparative education research based on document analysis. According to the data obtained from the survey, Saudi Arabia and the education system in Turkey is similar and having a centralized system. On the other hand, due to the federative structure of America, the powers in education system are shared between the Federal State and the states. Accordingly, Saudi Arabia and Turkey's special education system are similar, and there are some different directions also. In contrast, the special education system in The United States with Saudi Arabia and Turkey are different in many aspects and shares very different direction. As a result, the similarities and differences in the education systems in general, and especially in special education systems, reveal that countries have very different education systems suitable for the culture and needs of society. In the last part of the research, Suggestions were made in the light of data and evaluations from various studies and that may contribute to the enrichment of researchers in this field.
