Abstract (EN)

n ABSTRACT The basic property of the floods; one of the most important disaster that takes place with the interference of humanbeing or nature, is constantly a problem which cannot be avoided anytime. Social life continuously lasted struggling in order to control this extreme event, as they are always under threat. Unfortunately, no solution has been obtained in spite of the knowledge deposit of the 20th century. Thus, consistent and active methods are desired in order to determine the flood characteristic in the point of view improved active preventation methods. In this conjunction, basin simulation models are being used, so developed computer models became the basic tools of the control and management work, driven for the flood process. The most frequently used model in the concerned models is the HEC-1 model, developed by Hydrologic Engineering Center (HEC) in USA. To have the ability of concerning the hole basin with a single system with the effects of the structures (dams, dikes, levees,...) to the floods; determining the response of the structures and properties of the basin to the floods; the ability of determining the final plan and project decision in a consistent way as it gives the possibility to product the scenarios that consist of different flood peaks and finally the ability of arranging economical optimization in the model content. In this thesis work, HEC-1 model is studied in detail, tested on the sample basis in order to demonstrate the serviceability. In addition, to have a sample in our country, Müteferrik Marmara Basin is chosen. The conclusions are presented with the help of the tables and graphics, besides.
