Abstract (EN)

During periods of war, coups, or regime changes, states may terminate the employment of public officials whose loyalty is deemed questionable. Such measures are implemented based on legal grounds and procedures distinct from those applicable in ordinary circumstances, thereby qualifying as extraordinary measures. In regular periods, public officials benefit from numerous professional safeguards that protect them from dismissal. This study seeks to examine the extent to which the constitutional and human rights-based protections afforded to public officials remain applicable in the face of dismissal measures imposed during extraordinary periods.
