Abstract (EN)
Objective: Land consolidation is a tool used in the world's rural areas and our country within the land management system. Land Consolidation studies differ from country to country in practice. The land management system changes depending on the culture, history, human behavior, and geographical features. Likewise, in consolidation studies, depending on natural events such as erosion and flood risk, measures and practices taken in line with purposes such as evaluations made in the field and requests from users may change. For example, wind erosion in the consolidation projects implemented in the Konya Plain, and the flood risks arising from Menderes in Aydın differentiate the practices. In addition, land consolidation is a process that can change in line with the needs of time. Land consolidation is a necessity in our country, especially for increasing agricultural productivity and different usage opportunities. In the grading study used in the redistribution of parcels in land consolidation studies, commission points are given in addition to the location and settlement points in the other features section, and soil surveys. However, there seems to be is no fundamental basis in the legislation for calculating commission points for rating. For this reason, it is aimed to make a valuation proposal based on parcel shape for the commission score in the land rating system used in our country. Material and Methods: Lands in the consolidation area are graded by taking into account criteria such as soil and fertility surveys that determine the permanent and variable properties of the land, distance to the village center and other characteristics that can be determined according to the region of the land, in order to be given new land in proportion to its value. Rating coefficients are determined according to these principles. In the currently used technical instruction, parcel index is the value obtained by adding points related to location and other features to 60% of the soil index obtained from the soil survey. The location index is given a maximum of 25 points, and other features are given up to 15 points, provided that the commission states the reason. This study examined the evaluation of a change resulting from the change of parcel shape as a parameter on the parcel index for scoring other features. In the study of the score assignment we developed, the changes in the parcel shapes obtained using the LITOP program were created separately for each shape. The regular shape of the parcels effectively increases and decreases the value of the lands in terms of efficient use. Factors such as saving fuel and labor in agricultural mechanization, minimizing the idle part of the parcels by correcting the parcel shape, and shortening the water transmission lines used in the irrigation method affect the parcel value. For this reason, parcel shapes were used as an effective method for commission points. With the LİTOP Program, parcel shapes were classified and scored as rectangular, square, triangular, shapeless and trapezoidal. Results: This study examined the evaluation of a change resulting from the change of parcel shape as a parameter on the parcel index for scoring other features. Parcel shapes were evaluated out of ten points, and the traditional five-point perspective (social-cultural evaluation, owner's ownership period, landscaping, aspect, view) was also suggested to be used in grading processes for consolidation. It was suggested that 5% of the commission score be used for this purpose, but it was not included in the calculation for scoring in the study. This study suggested that 9-10 points for rectangles, 8 points for squares, 3-5 points for triangles, 4-6 points for trapezoids, and 6 points for trapezoid should be given as commission points. The spatial variation of the currently used method and this method we calculated on sample plots was revealed.
