II. Meşrutiyet'te vilayet idaresinin sorunları

This thesis was mainly written to describe the difficult conditions in which the territorial administration and high provincial dignitaries of the Ottoman Empire found themselves between 1908-1914. In the light of war conditions mixed with internal and external disturbances, as well as new pathological conditions created by the revolutionary process up to every corner of the Empire, the problems facing the Ottoman provincial governments were examined. The socio-economic dynamics of the provinces, multi-dimensional power relations, administrative deadlocks and jurisdictional conflicts were approached from a different angle and with a comparative reading technique. What the local governors of the new regime encountered as leaders in the process of mutation is also studied, since they are at the center of a power relationship entangled by the central government, by local notables, by other civilian and military officers and by interventions of foreign states. For this reason, the politico-economic difficulties met by the valis, the administrative problems they were confronted with, the power relations with which they had to struggle, as well as their dilemmas between authoritarian-conservative practices and respect for law and revolutionary symbols, have been analyzed.
