A STUDY ON ISTANBUL WITHIN THE CONTENT OF EUROPEAN SPATIALDEVELOPMENT PERSPECTIVE AND SUSTAINABLE NEIGHBOURHOODREGENERATION STRATEGIES: THE CASE OF VISNEZADE NEIGHBOURHOOD,BESIKTASHürrem Betül LEVENT, M.S. ThesisCities have a dynamic structure. Cities are in an exchange process of the production andeconomic movements. That process makes cities to have not only developing districtsbut also have harmed, unhealthy and neglected districts around the inner city andtransportation district environment. The harming process of the phsycal environmentwith old, historical structure gather speed with the middle and low incoming groups?land choice around that districts.Turkiye is on the first earthquake belt. And after 1999 Marmara earthquake madeTurkiye and İstanbul to check the phsycal structure for an expected earthquake disaster.The researchs done by experts are reported like JICA and Earthquake master plan forİstanbul. That research reports made İstanbul face to face with its unhealthy physicalenvironment and need of earthquake resistant physical environment with buildingstructure.The old housing stock puts out the urgent need of the inner cities for the bıildinginfrastructure controlling and an earthquake resistant regeneration.While İstanbul is facing with this problem, first steps of earthquake resistant housinginfrastructure are started in the iner city. However Turkiye don?t have enoughexperience on the regeneration of the inner cities. Also Turkiye is in the EuropeanUnion integration process. Turkiye must notice European experience on regeneration.The European countries must notice the spatial strategies of the EU on the urban spacedevelopment strategies like European spatial development perspective in urban andneighbourhood regeneration spaces.England is one of the most experienced member counties of European Union onneighbourhood regeneration with its early industrial decentralisation and globalisation?seffects on the urban area experience.The vision, mission and strategic aims to provide İstanbul Vişnezade neighbourhoodregeneration are going to develop within the framework of European spatialdevelopment perspective with referance to the English experience with London,Southwark, Elephant and Castle neighbourhood regeneration strategies.The urban regeneration, sustainability, sustainable neighbourhood regeneration conceptsand their related processes are analyzed with the English experience. English experienceis analyzed by the implementation examples process of England and the processfinalized with competitive world city London and its 21. century ?Millennium Mile?regeneration area ?Elephant and Castle neighbourhood regeneration?.This thesis analyses how to develop new sustainable neighbourhood regenerationstrategies for the inner city neighbourhoods of İstanbul with a case study İstanbul,Beşiktaş, Vişnezade Neighbourhood, within the framework of European SpatialDevelopment Perspective while Turkiye is in the European Union integration process.Key Words: Transformation, regeneration, sustainability, neighbourhood regeneration,European Union (EU), European Spatial Development Perspective (ESDP), Besiktas,VisnezadeJURY:1.
