European Union?s effects and contributions of managerial and fiscal reforms in Balkans

The differences of the Western Balkans enlargement from the other enlargement processes of the EU are relevant to the structure of the region and the foreign policy instruments of the EU. The Balkans has always had pejorative connotations for the Europeans. These instruments had been mostly for conflict resolution and designed for the relevant complex emergencies. However, by the end of the 1990s, the EU came to realize that settling the conflict or rehabilitating the victims was not enough. The constant stability of the region was depended on the nations of the region to keep up with the level of prosperity, democracy and rule of law that the Europeaners enjoyed. Since then, the initial project of taming Balkans has been gradually replaced by a project of making Balkans European. The tangible part of this change of logic has distinguished itself with the growing financial asistance of the Union to the region.Financial support of the European Union has so far helped the Western Balkan states to relieve themselves off the former dilapitated and malfunctioning bureaucratic structures that stalled dynamic economic life, and consequently welfare of their citizens. Reforms in bureaucratic realm under the guidance of the European Union has provided those nations with facilities to deal with structural defects like widespread corruption, mafiosy and to renew their countries? infrastructure so as to respond the needs of a larger economic partnership.Key Words: European Union, Fiscal Aids, , Western Balkans, Democratization.
