Security of energy supply for the European Union

In recent years the devolepments in world energy market points out the difficulties to reach energy in the reliable supply at a reasonable price. Oil and natural gas are the dominant source of energy. There is decrease in supply of non-OPEC countries. In the world the energy demand is increasing. This increase is due to rising demand of China and India. New kind of energy relations are observed with the entrance of China and India to world energy market. The energy supplier states seek for national interest by using energy. Therefore, risks about security of energy supply are increasing, states are in an effort to strengthen their energy supply security. There are two main approaches to ensure security of energy supply : the strategic appoach which engages in control of energy resources and markets and the market approach which leaves security of energy supply to proper functioning of international energy market.The EU is highly concerned about security of energy suppy due to its high dependency on energy importation. The reason for increase of the EU consideration is efforts of Russia to use the energy against the EU and the EU member states. The challenges which the EU faces let to requirement of common energy policy and external energy policy. But since member states consider energy as a national issue, they are reluctant to transfer their competence to the EU. The EU tries to guarantee energy supply by completing energy internal market and extending rules based on liberal principles. In this context, the EU is in an effort to institutionalise its biteral and regional relations with the countries which provide energy supply.
