Approach of European Union to local government

SUMMARY (KEYWORDS: Europen Union, Local Governments, Subsidiarity, integration) Europen Union progresses through the way of becoming a global organization. EU is a supra national organization which can take decisions bounding the nation states within the authority of Europen Community even if it has an internal affairs, justice, security and external affairs. Together with Maastrict Treaty, subsidiarity principle which take place in the main treaty is the basic of approaching to local government. Subsidiriaty is a concept produced from meaning of as a principle based on Catholic thinking and history of western political ideas. It isnot possible to talk about a certain togetherness on the meaning of principle; but this principle can be meant as helping of authorities to their lower units without pretending of their self- suffiency. Subsidiarity which has suffienct meaningful because of protection from local autonomy to economical competition is seen as a guaranty of protection of self-existence by local govenments. EU uses local governments as a mean to realize welfare which is a goal of founding its through Europe especially after 1970s.By this aim,first of all, it determines general standatrs of welfare state and then supports local governments financially to realize standarts which is deternined before. EU determines standarts as a legal regulations which necessaties following of all administrative units together with local governments in the areas of construction, environment, transportation, energy, public health, culture and employment. One of the reasons of founding EU is to provide the continuality of peace and for this reason, local governments burdens some duties to realize political integration. Local governments have roles within beyond the boundary cooperation and partnership with a city projects to get on well with public eachother. II
