European Union defence charter and Turkey

Since the 2nd World War, the ongoing process of economic cooperation in the completion of the European countries, especially security and defence policy issues within the sovereignty of member states of the target to be achieved in the field common security concerns because of the ressistance to demonstrate a fact that relying too far behind.The EU constitution is not accepted by the parliaments of member countries in the field of uncertaintly which studies of constitutional students, taking into account the envolving needs and demands referred to as The Treaty Of Lisbon on 13 December 2007 although the name of the Constitution the basic instittutions of the European Union, a sound legal mechanisms and created to bring significant changes.In light of this study, the Treaty of Lisbon the european security and defence policy between member states, which is manifestation of the basic principles of defense clause, historical development, legal structure of the investigated.The first chapter, examined the historical development of European defense and structuring of the EU defense charter innovations highlighted in the historical process, is mentioned.The second section, the requirement of international law, the legal basis for defense, especially defense pacts and treatres adopted within the scope of history is explained.
